Producing food was California's main source of livelihood, and water fueled all farming and livestock raising. At the National Irrigation Congress held in Sacramento during the run of the State Fair in 1907 the pros and cons of supplying water to the Sacramento Valley growers were discussed at the festively decorated Elk's Temple.
